Elections are over and the citizens of Carthage have chosen to keep Jimmy Chalflinch as Mayor.  Al Barber as well as I will also retain our positions as Carthage Commissioners!  I greatly appreciate the support that was provided and will continue to work for the benefit of our fine community with our well-balanced board.  I would also like to recognize the other candidates.  Elections can be difficult on an individual.  We are all still human after all.  An effort to move into the public eye always opens one to public scrutiny.  While I realize that we may differ on ways to solve Carthage’s issues I respect the other candidates for being willing to step up to the plate.  I am pleased with what Carthage has accomplished in the last four years and am eager to see how much more we can do in the next four years.  Thank you again for all your support!  -Dan 

 

Carthage Town Works

What has our team done in the last 4 years?

  • This is the 3rd consecutive year receiving state water quality award from Area wide optimization program (AWOP).

  • Phase 1 sewer expansion complete increasing sewage capacity from a single 8” line to include our new 16” line. This more than doubled previous capacity.

  • Installed Enhanced Dissolved Air Flotation (E-DAF) system to pre-filter water before treatment saving the town $80,000 on filters annually.

  • Installed clear well backwash recycling system to town water treatment plant.  Back washing of filter elements is necessary for proper filtration.  This saves the town 50,000 gallons of water a week, allows our filters to last much longer, and frees up water for other uses.

  • Gained grant for 8.8 million dollars from North Carolina Department of Environmental Quality for plant upgrades and interconnects with other municipalities and county. This increases our resiliency in the case or droughts or system malfunctions.

  • Automatic Meter Infrastructure (AMI) installed for all business’ and homes in town resulting in more accurate and metering, leak detection and real time water monitoring for all residents.  This has alerted many to hidden leaks and saved the town water capacity for other residents.

  • Installed 6 automatic flush valves at the end of outer parts of water system.  This decreased the time that water sits in these lines and increases the taste and presentation of water. 

  • Sewer camera robot purchased resulting in water infill into town lines dropping Infill and infiltration (I&I) sewage treatment costs by half.

  • Started land acquisition process for construction on Needmore community park.

  • Added new public service technician position to compensate for growth of Carthage.

  • Upgraded 7 lift stations, this increased wastewater system efficiency and reliability.

  • Awarded Asset Inventory and Assessment (AIA) grants that that enable both mapping/upgrading current water and sewer systems

  • Paved road to town sewer lagoon.

  • Re-paved Pinehurst street.

  • Procured new tractor for with articulating mower side attachment and climate control.  This minimizes small mower requirements and turns jobs that took 3 workers to 1.  This saves a month’s worth of man-hours each year!

  • Procured tractor mounted bush hog attachment allowing town to quickly clear overgrowth without the need to rent.  This decreased travel time, cost, expense.

  • Procured blower attachment for tractor allowing town the ability to quickly clean streets.

  • Procured Ground Penetrating Radar system to assist in subterranean damage location and repairs.

  • Procured 2 new pickup trucks for public works.

  • Added sidewalks along Rockingham, Saunders and in Savannah gardens.  Also repaired existing sidewalks.

  • Procured new playground equipment for Nancy Kiser park that will be installed this fall.

  • Remodeled Caviness Park.

  • Started new park in Savannah gardens.

  • In the process of filling towns secondary waste water lagoon for safety purposes.

  • Purchased 2 new zero-turn mowers for smaller area maintenance.

  • Maintained state road-sides in town limits free of charge when state lacked funds to maintain these itself in order to maintain standard of living for residents of Carthage.

  • Replenished landscaping tools allowing readily available implements for care and maintenance of town areas.
